If any municipality inventories their assets for replacement such as municipal buildings, libraries, schools , police stations, fire departments, hospitals, potable water systems and sanitary wastewater collection systems - undoubtedly their sanitary wastewater system will be the most expensive to replace. As wastewater collection systems are buried, the phase "Out of sight, out of mind" has become the common attitude for system maintenance. For documentation, most municipalities relay on original sewer installation plans for system reference with some have "hand written annotations or notes" for modifications or updates. Conversion of all information contained in sewer plans is a daunting task, achievable but containing outdated information.
When JTV, Inc. began, the sole service offered was the cleaning and CCTV televised inspection of pipelines. The first equipment purchased was state of the art that time (1991) and consisted of a newly developed pan & tilt camera system enclosed in a truck. The system included two VHS video tape recorders, two copies of the inspection could be made at one time. Informational details of the inspection were voice recorded by the operator on the videotapes and comments were handwritten on a pre-printed form sheet. Inspections proved to provide valuable information but the information format proved to be bulky to work with.
CCTV Inspection Procedure - Pipe Cleaning A Prerequisite
Before any pipe is inspected, the pipe is first cleaned using high pressure water jetting. Typically two or three cleaning passes are done to clean the pipe. Inspection of a dirty pipe would reveal little as dirt, debris and roots would hide any structural pipe issues that need to be investigated. In situations where a protruding lateral blocks the passage of the camera, a reverse setup is performed starting at the opposite end manhole.
JTC, Inc. was one of the first companies to adopt the new computerized software programs for video and data recording of sewer inspections. Developed by NASSCO (National Association of Sewer Service Companies) and several software companies, standards for software and a defect coding system was developed and implemented. For NASSCO approval, all software companies must produce software that generates data & video files that can be imported or exported for use by other NASSCO approved software.
